Not exactly, because with deciding to jump off a bridge in certain circumstances you have control over the circumstances. While as you cannot actually suddenly, entirely by choice, get cancer, you can actively do a vast number of things to increase your susceptability to cancer, which is still making the decision, it just requires a greater external influence than a decision to jump off a bridge.
