The main problem with Torchwood is that Captain Jack's only good enough to be a supporting character, and the rest of the cast aren't even good enough to be supporting characters.

I think the main problem with the first series was most of the writing.

I think what the first series of Torchwood really needed above all else was some puppets. It worked for Fraggle Rock.
